The Sangguniang Panlungsod, as the legislative body of the city, is mandated by the Local Government Code of 1991 to:

1. Approve ordinances and resolutions.
2. Generate and maximize the use of resources and revenues for the development plans, program objectives and priorities of the city.
3. Enact ordinances granting franchises and authorizing the issuance of permits or licenses, subject to the provisions of Book II of the Local Government Code of 1991.
4. Regulate activities relative to the use of land, buildings and structures within the city Approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities as provided for under Section 17 of the Local Government Code 5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Although separate and independent from the Mayor’s Office, the Sanggunian works alongside the Mayor in the approval of the City’s annual budget, grants authority to sign contracts, approves the appointments made by the Mayor for department heads (such as the City Engineer, City Treasurer, and others), hears any issues or complaints related to our City, and approves land use and zoning regulations (policies on how a lot or building can be used) that contribute to the continued progress of Himamaylan. In summary, the Sanggunian serves as a check and balance on the Mayor’s power to ensure that you receive proper and honest public service.
